The burners read the suitable speeds from the disc and then the software only makes these speeds available. It's not the software programmer that set a certain minimum burning speed. One can try using the music-only blanks.

Trying to burn at 1X is rather foolish from my point of view no matter the reason. Many people have done many experiments and new media burns better at higher speeds than 1X. Also burning rom such as Nero aswell as 16x blank discs are all capable of burning speeds of 16x.
